How do you reduce the speed of the pre-login animated banner top of home page

It's a cool feature, but for my eyes, especially the longer statements whiz by a little too fast. I'd like to be able to reduce the frame change rate a bit.

What is the full breadcrumb path for doing so in the ACP?

Also, what do YOU guys call that feature and where in the ACP will it be located (once I can get my hands on 1.1)?

The speed of notices are adjustable in the ACP via Style Properties.
