XF 2.1 How do show visitors to the quote / reply button?

Visitors can already send messages. Responses are already down for approval, so visitors can view and edit this button. How can I do that?

Reply and quote links are available to guests/unregistered visitors if the multi-quote option is enabled and the unregistered user group has posting permissions.

multi-quote option is enabled, the permissions are on but not visible.

A third party add-on, style, or other customisation is most likely the cause.
