How do moderators ban in 1.1?

I'm trying to figure out the best way to tell my moderators how to ban people, using 1.1 and later versions. Any advice would be welcome. Thanks!

They can use the Spam Cleaner http://xenforo.com/help/spam/, or you can set up a Warning Action http://xenforo.com/help/warnings/
