How can i get the private- & publicControls to the bottom

I am trying to get the privateControls and publicControls to the bottom of a post.
I have tried that the whole morning but because of my none coding experience i have no clue.
The Picture explains better what i mean.
The read bordered Part is the starting position and the blue is what i am looking for. Maybe any around here could help me with that. Thanks a lot
