Do I need a dedicated PC to run XF? It’s not clear to me what the requirements are… can my ISP and web host run it or do I need my own hardware?

Your web host can do it. Just make sure the package you choose can support the level of performance and capacity you require.

You can go with a hosting provider, just google for a hosting provider that fits your budgets and that offers the needed requirements for xenforo. You could technically also run it locally on your home PC/Network by installing a XAMPP or MAMP but this will open your network / pc to be publicly accessible.
