Where can I insert the Google Tag Manager script

Admin CP > Setup > Options > Analytics

This should likely do what you want. No need for script, just your Google credentials, default script built into XenForo.

Where did Google suggest inserting it?

I believe if you input your G-XXXXXX ID into the measurement ID: setting on the admin page I listed above it should work fine.

You should also edit your previous post to hide your actual ID.
