Is there any way to force members to set an avatar after registering?

It's not recommended as this might only deter your members away, but none the less you can achieve it by using an add-on to extend user criteria and restrict their access on registration until they set an avatar, if they do then promote them to a new user group.

The recommended way is to encourage them with a notice using the same add-on.
