How can I establish that when a new discussion is opened the prefix remains fixed without the possibility for those who open the discussion not to insert it?

How can I establish that when a new discussion is opened the prefix remains fixed without the possibility for those who open the discussion not to insert it?

At /admin.php?thread-prefixes/ edit your fixed prefix, and set the user groups that can use it, eg. Moderators/Admin only.
