Does Xenforo allow for the creation of a photo sharing forum?

Yes Xenforo Media Gallery has options for rating, liking images and galleries but not voting out of the box. I'm sure a developer could create a vote for it easily though.

images are powerful.

Image only posting would be useful in the forums.

You can use xenforo media for image posting but it would reside in a Media tab. Away from the forums.

Can images be a forum content type ?

I’ve never seen it.

How would images appear in what’s new ?

You could use a Suggestion type forum for your multiple nodes so the first post could be voted on with the replies being photo comments, a Trending widget for what is popular, and you could mirror images to Gallery for navigation ease.
