Does latest XF2 release candidate offer upgradeability to public version?

The last time I checked, the developer preview build of XF2 did not offer upgrade functionality, and was specified that it would not also be able to be upgraded down the line into the public release.

Just wondering for the new Release Candidate, has anything changed with this? Hence if I begin building a fresh site using the Release Candidate, can I later upgrade it directly into the public version, or will I still need to install and re-customize the final release from scratch?
