Disabling Forums?

Can we do this without deleting them? or is it a matter of denying permissions to all usergroups??

You can set it as a private node: Users -> Node Permissions

Only users who are explicitly granted permission can view it then.

You can also just hide the forum if you only want to remove it from view without necessarily restricting access:

Admin CP -> Applications -> Display Node Tree -> [click a forum] -> Display in the node list
