because the target's height is set at 0px. If I use the inspector and set the elements height to 40px (lesser works too), drag and drop of buttons work as normal. See SS's.

I picked beta 3, but I am sure this was the case for beta 2, I just didn't pay attention to it as I was "just looking under the hood", so to speak and never tried adding buttons then.

Edit: Windows 10, tried with latest versions of MS Edge, Firefox, and Google.
