XF 1.5 Base URL breaks anchors on page nodes

On a page, I have bookmark anchors like <a href="#help></a> - of course, because of the base url in the header, these do not function as expected.
While I appreciate that a solution is to simply put the whole URL for the page in that anchor - the reality is I'm integrated my forum with previously developed software that delivers some content in that fashion and it'd be difficult for me to go through everything to fix it up.
Is there any way to make these bookmark anchors behave more conventionally on a page node?

From some poking around, it seems like if my installation is in the root directory of my domain (/) then the base url is unnecessary and if I just remove it everything should work essentially as expected with anchors.
Am I missing a use-case where the base url is still needed to be defined, even if it's what browsers assume it is?
