Lack of interest Attachments Handler to support retrieve/grab from URL

Add a function to the Attachments Handler to allow it to also support grabbing/retrieving a file from URL ..

At the moment, you have to go to the URL, download the file, then re-upload it to the site. If there was a forth option/button in the above, you could paste in the URL and the server would retrieve/grab and attach the file directly from the URL.

You can copy the image from the browser and when you paste it in the editor, is inserted automatically as attachment.

You could also click on Attach files and in the file menu dialog just add the url to the file. This would download it to your local temp folder and automatically upload it afterwards to your XF.

Is that an ACP config setting? As @maszd said, with my XF2 testing it behaves the same as XF1 and just puts it as the URL within [ img ] bbcode and not attaches it to the post.

Windows only? Don't appear to have such functionality on MacOS.

IMHO its not important that you can download the file yourself and quickly upload it. The current setup invites members to post off site content which link will break sooner or later. Giving the functionality to fetch the file from an url would reduce or resolve this problem.
