Confirmed An addon with a pending install step can not be uninstalled

I managed to wedge an add-on into a 100% broken state where the installer could not progress and the uninstaller would not touch the add-on while the xf_addon.last_pending_action had a value in it.

Wiping that field and I was then able to run the uninstaller and restart from scratch for installing the add-on.

The CLI options for xf-addon:uninstall list the -f command as skipping checks but it is clearly missing a check;
