Allow moderators to comment on reports when they are assigned to another moderator

Currently, if a report is assigned to a moderator, other moderators are unable to post comments without reassigning the report (then reassigning it back).

I would expand your suggestion if you permit: implement a way to moderators/administrators make internal comments about some user.

In my board i keep a 'history' of some complicated users using warns, but it's not ideal. Would be nice to see a box for only staff members to comment, with proper permissions.

That's a separate suggestion.

I believe something related to user/staff notes has already been made.

Isn't this already the case? I thought you just had to hit 'Handle report', and then you could deal with the report as normal without the assigned moderator being affected?

This is a change from XF1. In XF1 other moderators could reply to reports without re-assigning.

I think this should be a bug.
