Lack of interest Allow leave comments in report without "re-opening"

Currently, there are no one method for leave a comment in closed report (if we're don't use bugs). I suggest add this ability.

Currently behavior: report opens after you leave a comment.
Suggested behavior: report opens only if user don't check a option on form (?).

AND update status without having to leave a comment to reopen, or at same time. Once you mark it resolved you only see the comment box and not the status options to select. It takes a comment to open it, just to get them to appear.

If I am leaving a comment chances are I want to update the status. Should be one step not two.
