XF 2.1 Allow Hidden admin to view admin forums permissions

VIP    Yes
Private Boards - HIDDEN ADMIN    Yes
Private Boards - VIP    Yes
-- Admin Chat - VIP    No

We have a Private forums setup which has VIP chat + admin chat

admin chat for VIP set to no.. it should allow it to work surely? non of the options are set to never,
