RM 2.1 Allow guests to access external downloads but not onsite downloads

I would like to enable the following permission?

Unregistered/Guest - Allowed to download external resources - yes.
(so guests can follow external URL's)

Unregistered/Guest - Allowed to download - no.
(so guests have no permission for downloads)

- The final result being guests can buy or download from external URL's
When the file is downloaded from the XF file system they have the no permission button.

There is no separate permission for external resources.

It would require custom development.
