All Users Just Became Admins and Mods - How to Batch Fix?

I was trying to create a new user group so the first 5 posts would need to be moderator approved, which I successfully did.

However, I did something wrong, and every user is now in the administrator and moderator groups.

I have over 23k members.

How do I batch fix this?

Use the batch update users function and remove all members, then manually add admins and mods back.
