You cannot use extra.less for this because that only affects the public site. You must create a Template Modification specifically for the Admin side.

Admin CP > Appearance > Template modifications.

• Click the Admin tab (this is crucial - it's usually set to "Public" by default).
• Click Add template modification.
• Template: PAGE_CONTAINER
• Modification key: (you can name it anything...
