Fixed Sticky/Lock Thread & Forum minimum tags interaction

If a forum has a minimum tag count set and the user can edit tags, that user can't lock or stick a thread without any tags via actionQuickClose or actionQuickStick

In-fact you can't use Edit Thread without previously meeting the minimum tag count on another screen.
 
Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.4).
