Everyone has to, it's a new thing. The goal was to get higher quality reviews rather than just "Good." or "Bad." Now reviews have to have substance. @Mike says that it's just 3-5 sentences. I personally think it should be lower but it's whatever.

The minimum review length is being applied to all new reviews.

@Daylight Carter you used 353 characters in your first post here and 215 in your second to complain about the review length. So surely you can manage 250 characters to review an add-on.

I understand the purpose of minimum characters for reviews, but I think most people won't review add-ons. Maybe 250 is too much, but it's a matter of taste.

For some products, if I'm pleased a like to simply leave 5 stars and not say anything. Whereas is I want to rate 4 stars or less the opposite is in effect, I don't want to be limited by how much I can write so I can provide good feedback.

I don't think you can necessarily force good reviews with a minimum character count. If a user really doesn't want to form a sentence it could be like the good old ebay days. "Top seller! A+++++++++ Would buy again! :)" Nonsense just to fill the space, or I guess in Daylights case, no review at all :(

In one sense it could create a barrier to authors getting reviews. I know many authors may request a customer leave a review if they are happy with the product to up their rating, which the user may not have done otherwise. If they agree and go to leave a 5 start review and see they then have to write a few sentences they may see this as a barrier and not bother.
