I haven't used SMF too in depth but XenForo while expensive for small communities especially as there's plenty of options (personally I like Discourse) I really like the look and feel of XF and there's from my experience a lot more in the XenForo administration panel as compared to SMF...

I use a VPS from OVHCloud I'm pretty sure they have these locations US-EAST-VA US-WEST-OR Europe (United Kingdom) Europe (Poland - Warsaw)

Not sure if it can be disabled fully but there is an option "Only send watched content alerts/emails to users active in last:" and this could help improve and save on performance

It looks like KES is supported. You should also be able to check out the xf demo if I'm not mistaken

I also ended up getting the importer to work the way I did it was copy the discourse database and upload in a database that wasn't in the docker container with that I was then able to connect to it and run the importer the only issue I ran into was password encryption I just commented all that...
