It actually seems that changing the user_id to match the registered users id in the xf_post table then rebuilding caches does absolutely everything that's required. No? What am I missing?

Is it as simple as inserting a user id into a posts table where the name of the unregistered poster matches? Or is there something else that needs to be done somewhere else in the database?
This has happened after importing, where some users were not imported and merged for some reason but...
I had to index the threadid in structure. So it was the KEY part of the error that was telling us what was wrong. Hope this helps someone else in the future.

So yeah, I've been through. Every thread in the temporary xf import tables exists in the original vb post table with posts assigned to that threadid. I don't see that there would be anything wrong with that data. Are we sure that error is about data and that for some reason it can't find the...
It looks like it's dead. There's no information in that row that would indicate what it was supposed to be. After 6 days of importing threads this is pretty devastating to have to think about restarting or repairing. Is there really no way to just skip the problem post?

It was the inherited user permissions for that forum. Even though the usergroup had permission I had to assign the specific user with permissions that overrode the inherited usergroup ones.
Super user key set with auth, node read, thread read and thread write.
