I figured it out.
Apache 2 on Debian Buster per default in apache2.conf does not use .htaccess - so even with mod_rewrite enabled ... it ain't work. Needs to allow override
<Directory /var/www/>
Options Indexes FollowSymLinks
AllowOverride None
Require all granted
</Directory>
I have (tried) to compare both systems, on the working system the use of full friendly URLs is not enabled. But API works.
Is there by chance an article describing the configuration as you mentioned ?
