You have to give users the posibillity, to opt-in/opt-out cookies. All cookies on your website.
Common cookie management systems have "necessary cookies", "perfomance" (what ever this means) and "advertising".

Everybody, who does not want to, or is not able, to run an own server. And does not want to take care about updates and security issues. Ok, thats a matter of trust.

1. Is the hosted server inside EU? If not, that is a no-go because of GDPR issues.
Exactly. I am running my forum +20 years, so having old threads more or less useless, because image links are dead, is a well known scenario.
But law is, at it is. And to be honest, no thread is importantant enough, to take a risk (ok, as long it is a "fun" forum and not wikileaks etc.)
