After fresh install i have put the board on inactive. wile going tru the settings, i keep getting kicked to the login screen. And have to keep trying to login, once i am in, i try to click 1 thing, and it kicks me back to login

I am going for a fresh install but it seems the requirements test link is down? https://xenforo.com/xenforo-requirements-test.zip Can i find it somewhere else?
