Found the error, incase you have the same problem and don't get help from the addon creator- I figured this out on my own after tons of reads and going through forums... My cloudflare settings were blocking paypal API. I had to disable block bots, and whitelist paypal's IP addresses.

Im using OzzModz Registration Invites with paypal as the payment profile. I used my paypal client id & secret key from my developer dashboard. I never had a payment profile before this addon. I also don't have paypal legacy.
