I had the same issue with a few holidays so I turned off automatic selection and just have been manually enabling and disabling them. I couldn't figure out why it wouldn't automate.
Add a holiday in Appearance-Holidays called "Fall" for instance. Then just enable Leaves under effects and manually select "Fall" as the current holiday in Options - Holidays.
