I certainly do not know how to fix your issue, but if you are locked out of your Admin panel and/or your forum is not running and you want it to be up & running again as soon as possible, you can disable ALL of your addons by adding a single line in your config.php file...

Do you see any errors in the browser? Have you checked web server logs? Ask your hosting provider in this regard.

Just an idea: have a look at web server logs or have your hosting provider look at web server logs. There's a possibility that you will find useful information there. :)
