All my editor buttons have suddenly become disabled. Any idea how to fix this?

I was able to resolve this by changing the URL to https://<site>/community/index.php/api/auth. My server is on IIS, so this may have something to do with that.

Looks like here is where phrases can be edited: ACP -> Appearance -> Phrases

When I go to ACP--> Communication--> Help pages and click on Terms and Rules, I get this message: "Only a limited number of fields in this item may be edited. " ALL fields except the Display Order are disabled. How do I go about changing the terms?

Is there a setting to disable guests and users from accessing the "Members" link? Exposing the list of members is a huge privacy issue.
