So, I figured it out. Finally. I installed mod_cloudflare so i could identify exactly which hosts were hitting us. And... i found the culprit. And blocked it in cloudflare. And my the load on my server is down less than 1. I blocked range: 66.249.0.0/16 in cloudflare. So, the problem, is...
