To offer any user upgrades i need to set a payment provider.
I dont want to use any online-service from paypal, stripe and others.

Solution:
a) a dummy payment provider (maybe returning a code to user)
b) upgrades without the need of a payment provider, showing a message instead like:

Please send money to ...

Here in Brazil we use a system called Pix. Is an instant payment method and is free. everyone use Pix to send money across accounts and to other people using a Key that can be e-mail, phone or a randomized code. Is a good way to include another payment methods, giving a message and generating a code or a way to contact the Forum Admin to inform payment.

Perhaps while waiting for payment, the member could be placed on some kind of "waiting list" to be easier to locate by the ADM who would manually verify the payment and thus approve the forum request. I had this idea now.
