Although the option is set in ACP for all users, this option is not activated for users when looking at user-profiles.

That is for new registrations only.

so how do I set this option to be activated for all users by default ?

A user will hardly find this option in order to activate this option.
A user will have to be an expert and walk through all options in order to get an e-mail notification.

This is a major issue as users are not notified by e-mail on replies of threads they have created.
Users are not returning back to the forum, although they have received replies for their threads.
