XF 2.1 How do you make it so all posts in one forum need to be approved?

In the ACP list of nodes you click on Permissions for that forum and set it there for the user group you want, or registered user group to apply it for all users for that forum

EDIT: looks like I'm wrong, I cannoyt find that in the node permission.

Just click on any node name in ACP->Forums->Nodes.
"Moderate..."
