When a new user registers with an erroneous email address, the server will receive a bounce message, xenforo will process it and then...
...nothing happens.

If the user requests another activation email then it is sent. Even though the email service has already told us that there should not be any more emails to the non existent email address.

This happens a lot. More than half the bounced email is for new registrations. And often people are persistently resending the activation mail. This can lead to the website getting blacklisted by spammer blacklists.

Please address this issue. I suggest the following simple solution:
  1. Add a new user state: 'Awaiting Email Confirmation (Bounced)'
  2. If an email address bounces for a new account then change it to the above state.
  3. Do not send any new validation mails to the same email address. The user must enter a new one.
  4. Activate the account once it is validated.

If emails are bouncing, then the account should be automatically put into the "Email invalid (bounced)" state?

This will stop any further emails from being sent to them until they change their email address and perform a new email validation.

it seems to me that this would bypass user moderation, because if a user with bounced state validates email then the account state is changed to valid.
