Custom AdOn for Skimlinks Code

Is anyone able to make an add on that displays the Skimlinks code on all pages?

The only one I have found in 2012 and assume not now compatible.

just put the JS in an ad location, like footer

When i looked for the template footer app_footer.less is the the right one?

I'm also looking at where to place the skimlinks code. I thought it was page container but can't work out where in page container.
