Currently this has the option "People You Follow Only" and "Members Only". To make this much more flexible, check boxes & user groups could be used instead (or added).

One example where this is useful is if an admin wants to prevent a group 'new users' to start asking him questions about the forum's main topic in conversations instead of posting them on the forums.

I'm not sure if this would suffice as an alternative, but would preventing new users from starting conversations solve this issue? If so, this can be done already.
 
Thanks for the reply. Yes in addition to existing choices is probably the way to go.

Well it can't be done like suggested. Yes, you can create a user group for members with <20 posts and set permissions on conversation so they can't send anyone a conversation, but that takes it too far. This suggestion works the other way around in that it gives admins or even other users more flexibility in deciding from whom they want to receive conversations.
