Excuse me, but I have recently picked up a interest in xenForo. My friend has made a website and I was wanting to make him some add-on's, but I had no clue where to start. I went to : http://xenforo.com/community/threads/xenforo-add-on-directory.21339/ and tried to download a few for examples only, and it continues to say I do not have enough permission for this, is this just a error?
Some areas of xf.com have this text: "You must be a XenForo customer to post in these forums. Ensure your account is listed here." That also includes downloading attachments & viewing full size pictures. I will assume you may not have a license associated with your account.

No, not really.. my suggestion would be to read some of the other threads in the development and general questions forums until someone else may be able to help you.
If you are asking if there is a vb->xf importer available, yes there is for vb3.7/8 and someone else wrote one for vb4. You should ask about thing like this in the pre-sales forum.
