XF 2.2 Is there a difference between uploading a video in a post and uploading a video to XFMG

I have used XFMG for years but never experimented with video uploads in general. Is there a difference in the way they upload / transcode / etc?

XFMG has more options related to allowed file types and options for transcoding.

Posts only support m4v, mov, mp4, mp4v, mpeg, mpg, ogv, webm, mp3, opus, ogg, wav.

Regarding XFMG ffmpeg transcoding -

Is this site using these settings? If not, how would I go about testing the difference myself?

Yes, this site uses FFmpeg and transcoding.
