XF 2.1 How to separate normal threads and sticky threads without addon?

I want to make 2 grey separation boxes with bolded text just like above(screenshotted from another forum)

How would I go about this? I've played around a bit but forum keeps bugging out.

If you view the page source, the sticky threads are in a separate div.
You can use the class to apply some specific styling.

No offense but I already inspected the page.. I'm asking how to do this. I was able to put a border below the div however I want 2 separate boxes as described above.
