Hmmm ... Ignite Your Brand's Journey into Captivating Advertising Experiences ... what does this even mean (in plain English)? Sound like the kind of impenetrable nonsense spouted at corporate meetings I've been to in the past.

First impression, after just a few minutes looking and clicking around, is that the linked forum is a vehicle to help promote other forums owned by the same person or group (Hulk smash!). And visiting a couple of those also informs the feeling that it is a closed circular thing. Nothing wrong with that of course, I'm old enough to remember webrings, but the oversell in the intro text doesn't seem to live up to the hype.

Perhaps its the whole Forum Promotion for Forums to Promote Forums at a Forum kind of thing I just don't get?

Maybe something that applies to their site when you meet certain criteria you are awarded with and can use to "purchase special services"?
Or it may even be "give us the money and you get these credits". Don't really know as I'm not a targeted audience for them as most of my niche would never hit a similar site.

I reply to topics of interest... you were told some of the things that they use it for... which was very easy to figure out by visiting their site.

But you get replies (and the one you got had specific information to your request in it that a little time spent investigating the site revealed)...

They also apparently use db-tech's shop where you can most likely purchase upgrades to your account as well as ad space.
Numerous sites use similar"credit" (they call it different names) and there are a few "shop" add-ons that can be used with those "credit" add-ons. The one I'm familiar with is db- tech credit and the db-tech shop that allows that. It can help incentivize user participation.
