It seems that by default the Custom warning type is acive, and member notification Start Conversation is ticked.

I want to have it so that one of my own Warning Actions has radio button active by default, and the Start Conversation box is unticked

is that possible?

Setting a standard warning by default would require some custom development (or at least some custom JS).

Note that even if the send conversation option is checked, if there's no title and message, it will be silently ignored. (If you have one value filled, it will prompt you for the other one.)

Thanks. All I actually need was to not have a default, so removed "checked=checked" from the template did the trick for me.
