Is there a way to rewrite URLs with a .html at the end to make for better SEO?

AFAIK that won't help your SEO at all. Static URLs aren't better than dynamic URLs, at least in the eyes of Google.

Hmmm, that's different than what I heard. Thanks for letting me know though.

Many people assume many things.. Some true, some false...
It's your choice to listen to another. There are many so called, "seo experts" talking crap in webmaster forums, sharing their junk making newbies believe it.

URLs aren't a major factor. Stick to writing interesting content for your search engine visitors, ;)
Once your URLs aren't too long, there isn't any unnecessary words/numbers and they're easy to understand, then it's "search engine friendly".

eg. of URLs that are unfriendly :
    Code:
    http://www.example.com/folder02/94dsewjimf349/f1/teed982mxisfeoir83.html
