XF 1.3 Trying to get staff manager ability to view an administrative section

We have a staff manager who is not an Admin on our page. We need her to be able to track issues through our Admin Section that we created. Is there a way to set her permissions to be able to view it without giving her Admin status?

Edit the node permissions for her user group.

If you need her to access parts of the ACP, no, she will need to be an administrator. If it is just a node, you can apply the necessary permissions to the node for her. Click on "Permissions" in the node(s) and in the upper right hand corner, you can set permissions per user.
