Fixed Threads that are not_indexed are not maked rel=nofollow"

If a thread is (either manually via xf_thread.index_state or via forumindex_criteria) is not indexable, links to this thread do not have rel="nofollow".
This wastes crawling budget, especially if there are quite a few threads that are not indexable.
