How can we enable this so every post/thread edited is logged?

ACP search for "Enable edit history tracking" and enable it. Adjust the settings for this and other logging options on that page to suit your needs.

Yes by giving the usergroup the "Edit post by anyone" permission. Obviously be careful about who you give this permission to.

I assume there isn't another plugin designed as another way to enable this for users but not allow them to edit post by anyone.
