Quick question

Hello, I am working on a website, I was just wondering if I can use the same licence to make two forums, all on the same URL, one will be active and the other will be locked but to show off styles so people can see what they look like, I don't want it on my support forums, or would I have to buy a whole new licence?

The XenForo license agreement permits you to have a live forum + one test forum. However, this test forum must be password protected or not accessible to the public in some way. So to answer your question, yes, you would need a second license.
