XF 1.3 Promotions Keep Chaning

When I look at users changlog I see :

Here is how the promotion strategy works:

And the conditions for the promotion :

That is to be expected.

You are promoting to the Established Members user group.
Then the member is being demoted due to being a member of the Established Members user group.

And so on...

Remove the User is NOT a member of any of the selected user groups: Established Members criterion.

Would that not be a conditional if the user is not apart of these groups run the promotion ?

Promotions both promote and demote if the criteria are/are not met.

You have conflicting criteria, hence the flip-flopping.
